Being generous again at 60% he basically couldnt beat a series 1 Orochimaru and had to kill himself just to stale mate him, bring realistic at all from that at 100% he's still getting murked by Hashirama,Tobirama,Minato,Madara,Obito,Itachi,Pein,Naruto at Pein fight and above,Sasuke from Kage Summit onward and several of the Kage would give him hell. And looking at actual fears many many more character. He was ever touching Hashirama,Madara,Minato etc at the least. People just live by that statement that he was the strongest Shinobi ever which beyond argument wasn't the case. Even giving him that most Shippuden level kage characters shit on Hiruzen. Hiruzen is ungodly over rated because of that one early series statement, be has one real fight prime or not let's say he's at 60% and that's being generous be sure no other characters drop off that drastically with age.
